How can I do to stop this happen??

i am living in an semi-private housing estate area, these 2 years, the opposite side of the estate is a huge area of construction site, which will be built as a mega public housing estate.
to be understand, it could become a place for the stray dogs as their temporal shelter. since the consruction workers will feed them and play with them, those dogs could live under protection for a short time. those dogs became friends of mine, too! they are smart and having a great ability and adaptation to survive.
survive. all creatures in the earth is doing the same thing, this is a nature of all creatures. to choose or not to choose, to be choose or not to be choose, to lost, to win, to kill or to be killed, human community is the mirror of wildlife community. or i can say more violent, because human being have greed and ambitious. we always want to control. to want everythings are under our hands.
to talk back on my case, since the stray dogs can bark in the night sometimes, this is their natural behaviour, but the people are really unsatisfied about it, so they take action to complain to the related department, to catch those dogs.
i feel uncomfortable about it and i have my instinct reaction to conquer and protect the rights for the dogs, so i tried to stop the witness to take photos of the dogs as the evidence handing in to the realted department.
in hong kong, if the stray dogs to be caught byhr related department, their lives will end, because their existence to be thought are excrescence.
HOW CAN I DO TO STOP THIS HAPPEN? or how can i solve this problem with a better method?
please give me some advice on this.
